भारतीय सामुदायिक रेडियो संघ देश में सामुदायिक रेडियो आंदोलन को तेजी प्रदान करने लिए सामुदायिक रेडियो संचालकों व सरकार के बीच में एक कारगर कड़ी का कार्य करेगा। संघ के अस्तित्व में आने से वह शून्य भर गया है जिसे सामुदायिक रेडियो संचालकों व इस आंदोलन से जुडे़ विशेषज्ञ लंबे समय से महसूस कर रहे थे। यह कहना है नवगठित संगठन के राष्ट्रीय संयोजक और रेडियो सिरसा के केंद्र निदेशक वीरेंद्र सिंह चौहान का। आज यहां जारी एक वक्तव्य में चौहान ने कहा कि सामुदायिक रेडियो स्टेशनों को आर्थिक व तकनीकी मामलों में आत्मनिर्भर बनाना व इनमें कार्यरत लोगों को सतत प्रशिक्षण प्रदान करना ऐसे अहम मुद्दे हैं जिन पर संघ ने तत्काल प्रभाव से कार्य करना प्रारंभ कर दिया है।

गौरतलब है कि दिल्ली में बीते सप्ताह आयोजित प्रथम राष्ट्रीय सामुदायिक रेडियो सम्मेलन के अंतिम दिन देशभर से आए सामुदायिक रेडियो स्टेशनों के प्रतिनिधियों ने दिल्ली-संकल्प पर दस्तखत कर भारतीय सामुदायिक रेडियो संघ के गठन की घोषणा की थी और वीरेंद्र सिंह चौहान को बतौर संयोजक संगठन के काम को आगे बढ़ाने के लिए अधिकृत किया था।

  चौहान ने बताया कि भारत सरकार के साथ सामुदायिक रेडियो की स्थापना के लिए गोपा पर हस्ताक्षर कर चुके संस्थान इस संगठन के संस्थागत सदस्य होंगे। सामुदायिक रेडियो प्रोफेशनल्स व अन्य रेडियो विशेषज्ञों को इसकी एसोसिएट सदस्यता प्रदान की जाएगी। चौहान ने कहा कि संघ के संविधान का मसौदा तैयार करने व अन्य संगठनात्मक पक्षों को ठोस स्वरूप प्रदान करने के लिए अलग अलग कमेटियों का गठन किया जा रहा है और संगठन के पंजीकरण की प्रक्रिया प्रारंभ कर दी गई।

राष्ट्रीय संयोजक ने कहा कि संगठन का वेब पोर्टल बन कर तैयार है और अगले एक सप्ताह के भीतर इसका विधिवत लोर्कापण कर दिया जाएगा। भारतीय सामुदायिक रेडियो संघ सामुदायिक रेडियो स्टेशनों के मध्य बेहतरीन कार्यक्रमों के आदान प्रदान की सुचारू व्यवस्था भी कायम करेगा। इसके अलावा संगठन का पाक्षिक ई-बुलेटिन और सामुदायिक रेडियो स्टेशनों की गतिविधियों पर आधारित एक पाक्षिक रेडियो पत्रिका के निर्माण का भी निर्णय लिया गया है। यह रेडियो पत्रिका सभी केंद्रों पर प्रसारित होगी और देशभर में सामुदायिक रेडियो आंदोलन की गतिविधियों का विवरण इसमें समाहित होगा। उन्होंने बताया कि दोनों ही परियोजनाओं पर प्रारंभिक विर्मश के बाद बाम प्रारंभ हो चुका है।

  वीरेंद्र सिंह चौहान ने कहा कि सामुदायिक रेडियो संघ सामुदायिक रेडियो के लिए विज्ञापन की दरें निर्धारित करने की प्रक्रिया में तेजी लाने का पक्षधर है। ज्ञात रहे कि मौजूदा विज्ञापन दर अव्यावहारिक हैं और केंद्रीय सूचना व प्रसारण मंत्री श्रीमती अंबिका सोनी ने कम्युनिटी रेडियो सम्मेलन में अपने संबोधन में इस तथ्य को स्वीकार किया था। उन्होंने कहा कि सामुदायिक रेडियो सम्मेलन में उभर कर आए सवालों पर अधिक मंथन कर उनके प्रभावी समाधान का रास्ता तैयार करने में सामुदायिक रेडियो संघ संबंधित मंत्रालयों की मदद के लिए तत्पर रहेगा।

 

Community Radio Association of India (CRAI), the newly formed organisation of functional Community Radio Stations in the country shall work for strengthening community radio movement in India by working as a bridge between the functional community radios and the government. Devising sustainability models for the community radios and capacity building of community radio professionals are the core issues that CRAI plans to focus on. Virender Singh Chauhan, national convener of the CRAI  and Station Director of Radio Sirsa said  in a press statement issued here. It may be recalled that Chauhan was entrusted with the responsibility of running the affairs of the organization as its National Convener by the delegates of various community radio stations on April 9, who by adopting ‘Delhi Resolution’ announced formation of the first representative organisation of Community Radios in India. The ‘Delhi Resolution’ was signed on the sidelines of  First National Community Radio Sammelan held in Vigyan Bhawan, Delhi under the aegis of Ministry of Information and Broadcasting and Commonwealth Educational Media Centre for Asia(CEMCA).

Chauhan said while the government aims to establish a network of 4000 community radio stations in the country, only 107 such stations are functional till date. While Tamilnadu leads the country on this front, Haryana too has 5 such stations functioning in the state. He said as the union government was taking all necessary steps to boost the CR movement in the country, it is likely to speed up in the days to come.

Virender S Chauhan said  the delegates in CR Sammelan were of the opinion that an organization to raise their voice and protect their interests was need of the hour. He said attempts were on to bring all the functional community radios under the banner of CRAI. While process of getting the CRAI has been set into motion, committees are being formed for drafting its constitution and plan its future course of action.Chauhan informed that GOPA holder shall be institutional members of the CRAI. CR professionals and activists shall be granted associate membership, he added.

Chauhan said the web-portal of the organisation was almost ready and the same shall go online within a week. CRAI shall soon provide an online content sharing platform to its member stations . He said  CRAI shall seek immediate finalization of revised DAVP rates for community radios as a Committee headed by Economic Advisor to the Ministry of I&B was working on this issue.

The CRAI national convener informed that delegates of all community radios in the country shall meet soon to decide the follow-up plan for the issues that came to fore for discussion at CR Sammelan. He said CRAI has decided to bring out a monthly e-newsletter of community radios and also a fortnightly radio-magazine of the activities and developments related to community radio movement in the country. Work on both the projects has already been started, he added.
